Joseph Reddix leads a team of 18 companies formed to do application development work on multi-billion dollar Federal contract vehicles. He created the concept of a networked group of companies organized to do Federal IT work. Mr. Reddix has extensive experience as a former Senior Product Manager at Fannie Mae, Senior Systems Analyst for Arizona Public Service and Principal Systems Consultant at Wang Laboratories.

HHS enlisted Mr. Reddix’s help to increase its OMB and e300 score for the National Survey on Drug Use and Health (NSDUH), a $375.5 million IT investment. After receiving his assistance, NSDUH received a score of 37 from OMB and 39 from HHS, up from 22 the previous year. It was rated one of the top 10 major HHS IT investments, and achieved “Green” status for four consecutive quarters. When HHS’ Substance Abuse and Mental Health Services Administration needed to improve its risk management, it put Mr. Reddix on its Enterprise Performance Life Cycle Tiger Team. He coordinated production of the EPLC Annual Operation Analysis Practice Guide, Checklist and Template, contributing to tangible, observable improvements in HHS mission performance.

In working with HHS’ Office of Child Support Enforcement, Mr. Reddix reviewed and analyzed the State of California’s Child Support Enforcement system—a 2.2 billion dollar project. He found multiple overcharges made by the project’s IT contractor, which resulted in approximately $1.5 million in savings to the Federal government.

Mr. Reddix assisted the Department of Veterans Affairs’ Office of Information Technology Operations when it needed budget preparation support. He helped it develop internal business cases, OMB Exhibit 300s, and DHS Exhibit 300 Lights. In his work there, he used OMB circular A-11 Part 7 as a guide to help track spend plan allocation. He also conducted Earned Value Management analysis to determine if deliverables were on time and within budget.
